Consideration, discussion, and possible approval of and authorization to execute an Second Amended Interlocal Agreement by and between the Cities of Bixby, Claremore, Collinsville, Glenpool, Jenks, Owasso, Sand Springs, Sapulpa, Skiatook, Tulsa, Broken Arrow and Rogers County and Indian Nations Council of Governments’ (INCOG) regarding a Regional 911 Board for the purpose of shared management of 911 services

Background:
As a part of the fiscal year 2017 budget process, the Police Department requested an increase in funding to move our existing 911 service from our Windstream provider to a multi-jurisdictional relationship through INCOG utilizing AT&T as our provider. This process is multi-staged with planning and coordination being the first part of this transition. That phase has occurred over the past 6 months by bringing all of the technical service providers to the table and organizing the possibilities which will best serve our citizens.
The second part of this process was a coordinated effort through INCOG to discuss the partnership from the regional oversight board and financial perspectives. The current organization of INCOG’s Regional 911 Board includes representation from Bixby, Claremore, Collinsville, Glenpool, Jenks, Owasso, Sand Springs, Sapulpa, Skiatook, the City of Tulsa and Roger’s County. All members voted unanimously to allow the inclusion of Broken Arrow as a voting member of the Regional 911 Board and split any future costs associated with membership according to population served which is the current practice of the Regional Board.
This shared arrangement allows for municipalities to equitably budget the costs and procure equipment associated with 911 service and thus have a greater purchasing power for our citizens. Additionally, being a larger consortium enables us to gain access to technical and customer service at a higher level than operating as a single entity. The shared arrangement also enables our communities to share technical system redundancies in case of line failure, software failures or core 911 routing failure.
With the approval of this document by our City Council, and also the governing bodies of the cities listed above, this action would be complete. The next phase of our transition for 911 services will be the purchasing of equipment and services through INCOG from AT&T. Those purchases will come before our City Council for approval as well.
