Background:
At the November 7, 2016 City Council meeting the City Council approved a promotional license agreement with Tulsa IBF, LLC to host the 2016 Holiday Festival Event on city property, at the Rose District pavilion and plaza. Later, staff became aware that the license agreement had not been properly executed by Tulsa IBF, LLC. Staff then worked diligently with Tulsa IBF, LLC to have the agreement properly executed but realized this was not going to occur.

The ice rink supplier, Ice Challenge Enterprises, LLC, requested that the City enter into agreement with them, since they had interest in offering the holiday ice rink at the Rose District Pavilion.

With a short window of opportunity to offer the holiday ice rink, again staff worked diligently with the new promoter to come to terms to offer the holiday ice rink to the public for their holiday enjoyment.

The holiday ice rink opened for operation on Thursday, December 1, 2016, for the Wine Walk event in the Rose District and in time for the Christmas Parade that was held on Saturday, December 3, 2016. The Holiday Ice Rink is planned to be open daily until 10:00 pm thru January 8, 2017.

Staff recommends ratification of the 2016 Promotional License between Ice Challenge Enterprises, LLC and the City.
