Background:

City of Broken Arrow pretreatment staff prepared a quarterly report to the Regional Metropolitan Utility Authority (RMUA) outlining pretreatment activities for significant industrial users and food handling establishments discharging wastewater to the Haikey Creek Wastewater Treatment Plant.  The activities listed are for September through November 2016.

 

The following is a summary of the report:

 

All Broken Arrow significant industrial users (SIU) in the Haikey Creek Wastewater Treatment Plant basin are in compliance with City of Broken Arrow pretreatment regulations as listed in the Broken Arrow discharge permits and municipal code. 

 

Mandatory industrial user monitoring reports were received by the due dates, and laboratory analysis were in compliance with permit requirements. Surcharges for bio-chemical oxygen demand (BOD), total suspended solids (TSS), and oil & grease above residential thresholds were issued to Unifirst for September laboratory analysis in the amount of $4,701.65 and for October laboratory analysis in the amount of $4,268.45. 

 

Pretreatment staff submitted the RMUA/Haikey Creek FY 2016 annual pretreatment report to the DEQ.  The report is attached for your review.  Please devote special attention to the pollution prevention efforts taking place.

 

City staff is working on several best management practice programs aimed at giving specialized operating procedures to commercial entities that have a potential to discharge pollutants of concern into the publicly owned treatment works.  Auto shop inspections are now underway.  City staff is looking for hazardous/waste disposal manifests and distributing best management practice signs that auto shop management can post for employees to view.  A carwash questionnaire and database were developed to track oil/water separator and sand trap maintenance schedules.  City staff is offering assistance to management at the carwashes who have been experiencing illegal dumping.

 

City of Broken Arrow staff continues to make good progress on the Fats, Oil and Grease (FOG) program.  One hundred and twenty food handling establishment inspections were performed this quarter.  Special attention was devoted to establishments that had violations during previous inspections.  Grease-related sanitary sewer overflows are being tracked and areas of concern are being targeted for community awareness efforts.  Cooking oil collection bottles and pollution prevention brochures are being distributed to residents and commercial property management.  Residents are encouraged to recycle vegetable based cooking oil at one of the City’s two locations.

                     

Staff recommends that the Authority acknowledge the September through November 2016 Pretreatment Report to the Regional Metropolitan Utility Authority.
