Background:
The City of Broken Arrow is required by Oklahoma Pollutant Discharge Elimination System (OPDES) Permit No. 0040053 to operate a pretreatment program in accordance with Section 402(b)(8) of the Clean Water Act, the general pretreatment regulations (40 CFR 403) and the provisions of the approved industrial pretreatment program. In the month of October, the City of Broken Arrow is required to submit a status report to the Department of Environmental Quality (DEQ) of the pretreatment program activities for the previous 12 months. City pretreatment staff submitted an annual report to DEQ outlining pretreatment activities for significant industrial users that discharge wastewater to the Lynn Lane wastewater treatment basin. The report is for the period of October 2015 to September 2016.
The following is a summary of the report:
The industrial user survey is continually updated in Broken Arrow. All non-residential utility accounts are required to fill out a one-page survey as a part of their application for service. The survey is then forwarded to the pretreatment office for review. No new industrial user permits were added to the Broken Arrow pretreatment program as a result of the surveys.
All influent and effluent priority pollutant scans performed in the last 12 months were below maximum allowable headworks limitations and Oklahoma limits for water quality standards. No industrial users in the Lynn Lane wastewater treatment basin were significantly non-compliant in this timeframe. Blue Bell is currently non-compliant with City of Broken Arrow pretreatment standards, but does not meet the qualifications for significant non-compliance. Un-permitted discharges from Blue Bell Creameries put strain on the treatment process at Lynn Lane Wastewater Treatment Plant. City staff drafted a consent order that will be presented to Broken Arrow Municipal Authority next month.
Broken Arrow pretreatment staff works hard to educate residents and businesses about wastewater pollution prevention. A summary of the FY 2016 pollution prevention efforts is included in the report.
Staff recommends that the Authority acknowledge submittal of the Broken Arrow/Lynn Lane FY 2016 Annual Pretreatment Report to the DEQ.
