Background:
In December 2013, INCOG engaged Toole Design Group to conduct a two-year study of the INCOG area’s bicycle and pedestrian infrastructure. The plan, branded as the GO Plan, made recommendations for infrastructure improvements based on data about activity centers and existing street parameters. The plan also included an analysis of missing links in the arterial street sidewalk network. For Broken Arrow, the plan recommended 136 miles of bicycle facilities including signed routes, shared lane markings, bike lanes, cycle tracks, sidepaths, and trails. The plan also includes a listing of prioritized missing sidewalk links along arterials streets.
An extensive public involvement process was used during the development of the plan. Numerous meetings with the public along with City of Broken Arrow staff from development services, park, and engineering departments. In addition, a presentation was made to the Broken Arrow Planning Commission on May 14, 2015.
The GO Plan was developed over an 18-month process during 2014 and 2015. It was adopted by the INCOG Transportation Policy Committee on December 2, 2015, and endorsed by the INCOG Board of Directors on December 8, 2015.
INCOG staff has requested that the GO Plan be considered as an amendment to Broken Arrow’s Comprehensive Plan so that projects identified within the plan may be considered when engineering or development projects occur within the city limits. On September 22, 2016, the Broken Arrow Planning Commission unanimously recommended that the GO Plan be adopted as part of the Broken Arrow Comprehensive Plan.
For informational purposes only, implementation of part of the GO Plan has started. The first phase of the trail begins at the Liberty Parkway Trail Head next to the Creek Turnpike and Elm Place and proceeds north to First Place and Ithica Place. The portion of the trail will consist of signed bike routes and sharrows through the neighborhood (connecting Sequoyah Middle School on Elm Place), 10” wide asphalt trail across Broken Arrow Public School property (connecting the Freshman Academy on New Orleans Street), then proceeding north along First Street as a 10-foot wide asphalt sidepath. This phase of the trail has been funded.
The next phase will continue along First Place from Ithica Place and terminate at Arrowhead Park (Washington Street, just east of Main Street). This trail is proposed to be a 10-foot wide sidepath
on the west side of First Place. Funding for this portion of the trail, which is just under a mile in length, is in the process of being sought.
The third segment of the trail is the Main Street Bikeway. This portion of the trail begins at the north end of Arrowhead Park, extends through the Rose District, and connects with Kenosha Street. The bikeway would consist of signed routes, bike lanes, and sharrows. Funding for this project has been obtained.
