Approval of bids received, award of the lowest responsible bid to H&G Paving Contractors, and approval of and authorization to execute a construction contract for Leisure Park I Mill and Overlay (Project No. ST1509A)

Background:
Leisure Park I Mill and Overlay is a 2011 Streets General Obligation Bond project. Leisure Park subdivision, located west of Elm Place and north of Florence Street, has approximately 6,700 linear feet of asphalt streets. The project improvements were designed in-house by Engineering and Construction Department. The project was originally advertised for bids in July 2016, and bids were opened on July 23, 2016. However, due to a bidding error, bids were rejected and the project was re-advertised.
The second advertisement dates were September 7 and 14, 2016, and bids were opened on September 29, 2016. Six (6) bids were received, and the Certified Bid Tabulation is attached. The low bid of $718,622.24 was submitted by H&G Paving Contractors. The engineer’s estimate was $873,561.00.
Staff recommends awarding the contract in the amount of $718,622.24 to H&G Paving Contractors.
Funding for the improvements will be from the 2011 Streets General Obligation Bond.
