Approval of and authorization to work outside normal work hours during construction of Aspen/Kenosha Street Improvements

Background:
The Aspen/Kenosha Street Improvements project was awarded to Ellsworth Construction, LLC with a construction Notice to Proceed of July 11, 2016 with a completion date of December 18, 2016. This is a very aggressive schedule and to maintain schedule and minimize impact to the merchant during normal business hours, the City Staff recommends a variance to our normal allowable work hours policy.
In order to facilitate the aggressive schedule, the contractor is proposing to work various crews during the day and night for this phase of the project. Work at the intersection outside of the normal operation hours is being requested for 24 hours a day, 7 days a week through the completion of this phase of the project. This latitude in the work hours will allow for the contractor to mill and repair sections that otherwise would be under heavy traffic or pedestrian load. At no time during this phase of construction shall the roadway be completely shut down to through traffic.
