Review of bids received and award of the lowest responsible bid to SwiftReach Networks and approval of and authorization to purchase Emergency Community Notification System

Background:
The City of Broken Arrow has used Blackboard Connect-Cty for eight years. The notifications system has been used to alert citizens of public meetings, water outages and other urgent information. In the last year the city has used the notification system 200 times reaching out to over 450,000 phone, email and sms message contacts. During the time the city has used Blackboard, other vendors have come on-line who provide an identical, unlimited use service. On July 14, 2016, a Request for Proposal (RFP) was sent to eight vendors who offered competitive services. Bids were received from seven vendors. Bid pricing ranged from $24,995 to $178,000. Staff reviewed the bid responses and found the lowest responsible bidder to be SwiftReach Networks.
Funds have been appropriated and are available in the General Fund and BAMA budgets.
Staff recommends awarding the bid to the lowest responsible bidder, SwiftReach Networks.
