Background:
On August 18, 2015 the City Council approved an application to the Tulsa County Vision Authority for $3,687,500.00 of Vision 2025 Surplus Proposition # 4 funding to design and construct a zero grade fountain at the Farmer's Market, continue Streetscapes improvements from Dallas to Ft. Worth and from College to Detroit streets, complete architectural services for the design of the BA Creative Arts Center and an install and enhanced electrical distribution system at Central Park.

At the time of the original application, design and construction related to the zero grade fountain and streetscapes improvements was estimated at $4,000,000.00, of which $2,737,500.00 of Vision Surplus and $1,312,500.00 of General Obligation Bond proceeds would be used toward the project.

At the time of the application, the design of the fountain had yet to begin. In addition, Streetscapes IV project was re-designed from the original 2012 design which included multiple add-ons to the project including, but not limited to, water line upgrade in the alley between Dallas and Broadway, sound system along Main Street, water line at Detroit, redesign Detroit intersection to match newly constructed building on northwest corner, addition of mid-block crossing between College and Detroit, extension of streetscape improvements along west side of Main Street from Ft. Worth to Galveston, as well as raised median and new crossing barriers and signals at railroad.

After design and bidding of both the zero grade fountain, and the streetscapes the total project cost exceeds the original estimate by $2,916,128.00. As a result, the Staff is requesting approva...
