Background:

This draft ordinance requires a person who engages in begging or panhandling in the City of Broken Arrow to apply in person or by mail to the Department of Community Development for a permit to beg or panhandle.  The application requires the name, permanent address, phone number (if available), next of kin of the applicant, picture identification of the applicant or other documentation reasonably establishes identity, a description of the activity to be conducted and the age, height, weight and other identifying information of the person proposing to engage in begging or panhandling.  The fee for the permit application will be set in the manual of fees.

The draft ordinance also provides a process for permit issuance, denial and appeal, permit expiration and renewal and permit revocation.
