Background:
The Utilities Department requests the purchase of one (1) new 2027 Western Star 49X Series dump truck for primary use by the Construction Division. Funding for this purchase was identified in Amendment No. 6 to the Fiscal Year 2027 Budget. Project No. 2754400 was established with a budget of $225,000 for this purchase.
To maximize available resources and achieve cost efficiencies, staff recommends purchasing the truck from Premier Truck Group of Tulsa pursuant to Sourcewell Contract 032824-DAI. Utilizing this cooperative purchasing agreement eliminates the need for formal competitive bidding while securing a durable, high-quality asset within the approved project budget.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding the price established by the state purchasing agency, another state agency authorized to regulate prices, or an approved purchasing consortium.
Additionally, Section V.d. of the Broken Arrow Purchasing Manual authorizes purchases from state contracts and other purchasing consortiums, eliminating the need for formal competitive bidding. Sourcewell contract pricing qualifies under both the Code of Ordinances and the Purchasing Manual.
The quoted price of $211,157.00 includes a five-year/250,000-mile extended service warranty, as reflected in the attached quote. Staff has determined the quote to be responsible and recommends purchasing the truck from Premier Truck Group of Tulsa pursuant to Sourcewell Contract 032824-DAI.
