Background:
The City of Broken Arrow has an opportunity to apply for five (5) grants from the United States Federal Emergency Management Agency, FEMA, for developing Master Drainage Plans for five (5) distinct watersheds. These watersheds are Adams Creek, Broken Arrow Creek, Elm Creek, Haikey Creek, and Aspen Creek. These Master Drainage Plans will assist with scoping and planning of stormwater issues in our city using engineering tools and resources to remediate current flooding issues, and to design and mitigate current and future stormwater issues.
The grants from the Federal Emergency Management Agency are under two different grant funding opportunities. The first is the Building Resilient Infrastructure Project (BRIC) (Aspen Creek - $184,000, Haikey Creek - $880,000, and Elm Creek - $92,000) and the second is the Flood Mitigation Assistance Grant (FMA) (Broken Arrow Creek - $808,000, and Adams Creek - $1,642,000).
If approved, City of Broken Arrow Emergency Management Office will implement a Notice of Intent (NOI) to Oklahoma Department of Emergency Management requesting grant assistance from the State Hazard Mitigation Funding Program through our FEMA-approved Broken Arrow Multi-Hazard Mitigation Plan. If awarded, the grants will require a twenty-five percent (25%) City cost share maximum. The City plans to utilize like kind services, the 2018 GO Bond, and Stormwater Capital Fund, up to $902,000.00 as the City's matching portion in the NOI.
