                     Consideration, discussion, and possible approval of and authorization to execute Resolution No. 1636 regarding the City of Broken Arrow’s opposition to proposed restrictions of municipal sewer sludge and biosolids handling within Oklahoma Senate Bills SB003 and SB268, and Oklahoma House Bill HB1726

Background:

As directed by the City Council at the March 4th council meeting, Staff has drafted a resolution opposing current Oklahoma sewer sludge and biosolids disposal legislation, more specifically Oklahoma Senate Bills SB003 and SB268, as well as Oklahoma House Bill HB1726.

 

On March 6, 2025, Staff attended the Senate Energy Committee hearing on the appropriate Senate bills to ensure a better understanding of the concerns regarding the issues. In addition, Staff has worked with other local municipalities specifically within the region, as well as several others across the state, to gain a fuller understanding of the proposed legislation and probable impacts and unintended consequences of the proposed legislation. Moreover, on March 13, 20205, Staff along with other municipalities across the state attended a meeting with the state of Oklahoma Department of Environmental Quality to express our collective concerns with the proposed legislation.

 

Staff has prepared a resolution addressing the City of Broken Arrow’s opposition to the proposed legislation as currently presented.
