Background:
The City of Broken Arrow desires to utilize contract staffing services to support operations across multiple departments, including engineering, administrative, information technology, finance, and other specialized functions. These services provide flexibility in workforce management, assist with recruitment challenges, and allow the City to evaluate candidates prior to full-time employment.
The proposed agreement with System One Holdings, LLC establishes discounted pricing and terms for direct-hire placement. Direct-hire placement services are recruitment solutions in which a staffing agency sources, screens, and presents qualified candidates for placement on the City’s payroll.
Key Terms of the Agreement:
• Direct Hire Services:
o Discounted placement fee of 20% of first-year salary (reduced from standard 33%)
o 90-day replacement guarantee for placed candidates
Staff recommends approval of the agreement with System One to enhance recruitment capabilities, provide flexible staffing solutions, and support operational continuity across City departments.
Cost: 20% of first-year salary for direct hire services
