Background:
On March 29, 2023 the City successfully obtained a Transportation Alternatives Program (TAP) Grant for design and construction of Pedestrian/Bike/Trail improvements in south Broken Arrow. This on-street bicycle route is on Oak Avenue from New Orleans Street to Redbud Avenue and on Redbud Avenue to Miami Street with two pedestrian HAWK beacons. This route is included in the INCOG GO Plan.
The project, all inclusive, is estimated to cost approximately $1,020,000 with a TAP Grant request for $765,000 (75% share) and a City match of approximately $255,000 (25% share). The City would be responsible for 100% of the funding once the maximum federal TAP Grant of $1,020,000 has been used.
There is no right-of-way acquisition or utility relocation anticipated with this project as it is all on street. The grant will be used to fund the design and construction of a 1-1/2 mile on-street bicycle route with sharrows, and two HAWK pedestrian signal crossings that will facilitate pedestrian and bicycle movement and improve safety. ODOT and the City propose selecting a consultant for the development of the Plans, Specifications and Estimates for this project. Once design is completed, the project will be advertised for bidding and proceed to construction. Before this can be done, the Project Agreement must be executed by the City.
Staff recommends approving the Project Agreement between ODOT and the City of Broken Arrow for design and construction of the Oak Avenue Bike Route and Florence Street HAWK Pedestrian Signal Crossings - Project 1.
