Background:

This amendment to Section 5.7 creates an exception for the prohibition against new billboards. Privately owned billboard signs may be permitted on City-owned property, subject to a valid lease agreement approved by the City Council. Such billboards shall comply with all applicable provisions of Section 5.7, including but not limited to requirements for illumination, maintenance, and aesthetic standards. Notwithstanding any limitations elsewhere in Section 5.7, Off-premises billboard signs permitted under this subsection may be allowed to exceed the maximum height and size otherwise applicable to signs, as expressly provided in the terms of the lease or as set by resolution of the City Council. All billboards permitted under this new exception are to comply with all requirements set by the Oklahoma Department of Transportation.
