Background:
The Streets and Stormwater Department has budgeted to reconstruct the roadway on South 209th East Avenue. As part of the project City crews will be performing soil stabilization of the road base. The process recommended by the geotechnical consultant includes mixing dry cement to the existing asphalt milling and soil for strength. Staff reached out to multiple vendors and contractors to find suppliers of the cement material. Only two (2) vendors were located in the metro area and quotes were received from both vendors. However, only one vendor, Ash Grove, was able to provide delivery and application service of the cement. The City of Broken Arrow does not currently have the equipment needed to haul the cement.
Therefore, staff recommends procuring 200 tons of Portland cement material from Ash Grove as the delivery and application makes Ash Grove the most advantageous quote.
