Approval of and authorization to adopt an update to the City of Broken Arrow's Engineering Design Criteria Manual (EDCM)

Background:
The City of Broken Arrow Engineering Design Criteria Manual (EDCM) sets forth the criteria that governs the minimum standards of engineering and design for all public development and private development that will become public development within the city. The original Manual was adopted by the City Council on June 21, 2010. On January 28, 2011, the City implemented Revision No. 1.
The City has undertaken the task of updating its Manual in order to ensure that our criteria are current with new technology and standards of engineering design and practice. On May 18, 2023, the City presented the proposed updates to developers, engineers, and construction contractors, as well as members of the home building community at a Special Meeting of the Home Builders Association (HBA). The City, likewise, posted the proposed Manual on our website for a Review and Comment period of three (3) months. The City reviewed and appropriately addressed all comments and questions.
Engineering and Construction staff recommends adopting the 2024 Engineering Design Criteria Manual (EDCM) to comply with current standards set forth by federal and state agencies and current standards of practice.
All future revisions to this update will be approved by the City Manager and set on Council for notification.
Note: A few minor formatting corrections will be incorporated to the Attached EDCM before release. These formatting corrections will be to remove the statements associated with revisions.
