Approval of and authorization to execute Amendment Number 1 to Agreement for Professional Consulting Services with Garver, LLC for the Ninth Street Widening from Washington Street to Houston Street project (ST2027)

Background:
The Ninth Street Widening from Washington Street to Houston Street project is a named 2018 General Obligation (GO) Bond project and is currently being designed by Garver, LLC. The Ninth Street and Washington Street intersection is vital for connection to the project South (Ninth Street from New Orleans Street to Washington Street) and will necessitate earlier construction than the rest of the project. The roadway widening project has a Union Pacific Railroad review ongoing, as well as right of way acquisition and utility relocation that would cause the intersection to be delayed too long for project connections. Garver, LLC has been asked to revise the design to separate out the Ninth Street and Washington Street intersection as a separate project phase and to prepare bid plans for each separately.
With this in mind, Engineering and Construction Department negotiated an amendment with Garver, LLC to provide the services necessary to create a separate plan set for the Ninth Street and Washington Street intersection. Staff recommends approval of Amendment Number 1 to Agreement for Professional Consulting Services with Garver, LLC.
