Background:
The Fairway Park Regional Detention Facility Revision - Phase II project involves expanding the existing stormwater detention facility, which is located on the north side of Albany Street across from the high school campus approximately one-half mile east of 9th Street (Lynn Lane). This expansion consists of excavating a portion of the Lower Detention Pond near the southwest corner and constructing two (2) rip-rap protected spillways on the Upper Detention Pond. These improvements will allow better conveyance of stormwater discharge through the stepped pond system. The phased construction approach was planned and implemented from the original expansion conducted in 2009.
The project was advertised for bids on March 23 and 30, 2016, and bids were opened on April 14, 2016. Seven (7) bids were received. The lowest responsible bidder was Lowry Construction Services, Inc., with a bid of $388,768.89. The Engineer's estimate was $376,825.00. The Certified Bid Tabulation is attached. Staff recommends award of the contract to Lowry Construction. Funding for this project is from the 2008 and 2011 Stormwater GO Bond.
