Background:
Professional Ambulance Sales & Service, DBA SERVS sells both AEV and Horton ambulances. The Fire Department asked them to find any available cab and chassis and/or ambulances in the United States in an attempt to maintain the ambulance fleet. They were only able to locate one Horton ambulance and believe they can locate one Ford F550 cab and chassis.
The Council previously approved $600,000 to remount three (3) ambulances for the Fire Department as part of the STCI budget for FY2024. However, due to challenges in obtaining sufficient cab and chassis for remounting three (3) 2019 ambulances, the Fire Department is requesting to reallocate some of those funds. Staff recommends continuing to remount one ambulance as planned, but then reallocating the remaining funds combined with other surplus Sales Tax Capital Improvement (STCI) funds to purchase one new fully equipped Horton Ambulance.
The Horton is built and only needs paint, Broken Arrow Fire Department graphics, an auto-loader, radios, and state licensing to be ready for service. If the purchase is approved, the fire department should be able to place it in service this spring.
The Horton ambulance may be purchased using one of the buying consortiums which comply with the competitive bidding process. In the past the city has used the BuyBoard pre-payment purchasing option to save time and money on the purchase of ambulances, and we recommend utilizing this process again.
