Background:

FR Extex, LLC is dedicating a right-of-way, 60-feet in width, for purposes extending West Oakland Place for a proposed commercial development. Mr. Lou Reynolds, attorney at law, representing FR Extex has confirmed that the owner has NET’d construction plans on the extension of Oakland Street and the necessary bonds in place. Construction has started the week of July 8, 2024. Upon completion of the work, the street will be dedicated to the public. The right-of-way dedication generally is conducted at the same time of the acceptance of he improvements, but FR Extex has a purchase agreement with a neighboring land owner that requires the work completed prior to the sale. FR Exte has requested that the City expediate the right-of-way acceptance to facilitate the land sale between the two property owners. Since all reviews have been completed and bonds are in place, plus the work is in progress, Staff concurs with moving the acceptance of the right-of-way forward.

 

The dedication of the right-of-way shown in exhibits A.1 and A.2 has been reviewed by Staff and is recommended for acceptance.
