Background:

The City’s health insurance plan documents and benefits structure were approved on September 1, 2026.  As part of the ongoing evaluation of the City’s health insurance program and the funding necessary to support the Plan, the Insurance Committee recently reviewed current contribution levels.  Following the review, the Insurance Advisory Committee voted to recommend a 10% increase in contributions for both employee contributions and City contributions.  Since we have added the higher deductible plan, those employee contribution rates are new as of January 1, 2027.  The employer contribution will be the same on both plans.  The City did budget a full fiscal year increase beginning on July 1, 2026; however, these increases will go into effect on January 1, 2027. The proposed changes are limited to the contribution rates paid by employees and the City.  These rates do not include any premium increases for the FOP employee contributions as those are established pursuant to their union contract; however, it does increase the city’s premium contribution.

This action does not modify the previously approved health insurance plan documents, benefit structure, coverage levels, or plan provisions.
