Background:
Diversified Civil Contractors is set to begin work on the New Orleans Street and Elm Place Intersection and Streetscapes Improvements project on June 6, 2022. The bulk of the concrete work for this project will be taking place during the summer, resulting in high temperature concerns for concrete placed during the day. Additionally, due to availability of concrete products and concrete delivery drivers, daytime traffic volumes, and tight timelines, only performing daytime concrete placements will be challenging during the summer months.
Due to these concerns, the contractor has requested to be able to perform concrete placements during the late night and early morning hours along with daytime placements; revising the contract operational hours to 24 hours per day during the first 180 days of the contract.
City Ordinance 16-12(c)(6) allows for the city council to issue a waiver of any noise resulting from activities of a temporary nature which is permitted by law and for which a waiver has been granted by the City Council.
City Staff recommend approval of this request by Diversified Civil Contractors as this request will facilitate the timely completion of the project and reduce construction traffic congestion of the work area during the daytime traffic hours.
