Background:

The City currently provides vision benefits under a fully insured program through VSP.  Beginning in January 2026, the parties recommended and city council approved an agreement with VSP to provide a fully insured vision program for eligible city employees.  The terms of that agreement continue in full force for 48 months from the effective date of January 1, 2026. 

Upon review by the Insurance Advisory Committee and staff (the parties), the parties are  interested in continuing coverage through VSP. Employees pay 100% of the vision insurance premiums.  There is no proposed rate increase for calendar year 2027 vision premiums as the 48-month agreement locked the rates in through the full contract period.
