Background:

The 9th Street Widening, Elgin to El Paso is a 2011 and 2014 Streets General Obligation Bond Project to widen 9th Street to 5 lanes from north of Houston Street to north of Elgin Street. Also included is the construction of new traffic signals at the 9th Street and Dallas Street intersection and new parking lots on the east side of 9th Street south and west of the Patio Condominium Homes, Inc. (PCHI) property. The 9th Street Widening, Elgin to El Paso was advertised for bids on November 2 and 9, 2017 with the lowest responsible bidder being Ellsworth Construction. An NTP for this project was issued for March 1, 2018.

The road closure being proposed will allow the contractor to complete the storm sewer crossing from north to south on 81st St / Houston Street between 9th Street and 8th Street south. During this closure, the storm sewer on the north side of the road will be installed as well.

Section 23-28 of the Broken Arrow Code provides for the closure of roads during construction. It provides that City personnel or contractors, while repairing of improving the streets of the city, and city personnel and utility companies, when installing, improving or repairing lines or other public facilities in the streets, are hereby authorized as necessary, subject to control by the City Manager, to close any street during the repair, maintenance or construction. Closure is, of course, predicated on the erection of proper control devices and barricades to warn and notify the public that the street has been closed to traffic.
