Background:
On November 1, 2022, the Broken Arrow Municipal Authority entered a contract with Waste Management for disposal of the City's solid waste and wastewater treatment plant sludge.
Waste that is disposed of at the Waste Management facility includes Street and Utilities Department spoils, Parks Department waste, bulky waste, and Sludge.
The contract provides for annual tipping (dumping) fee cost increases from Waste Management based on the Consumer Price Index (CPI) for all Water Sewer and Trash Collection Consumer Price Index Urban Consumers. The rate increase for this year is 4.79%
The rate for refuse will increase from $26.54 per ton to $27.81 and the rate for wastewater treatment plant sludge will increase from $34.68 per ton to $36.34. The $1.25 per ton fee imposed by the State of Oklahoma Department of Environmental Quality (ODEQ) will be in addition to the rate. Attached is a letter from Waste Management and the CPI index data detailing the increase. The new rates become effective July 1, 2024.
Cost for this service is funded from Solid Waste and Recycling, Water, and Wastewater Treatment budgets.

Cost: Refuse - $50,800 annual increase (Based on a projected 40,000 tons)
Sludge - $9,960 annual increase (Based on projected 6,000 tons)
