Background:
The storm water channel behind 1304 W El Paso St and north of the City owned Park Grove Cemetery is overgrown. The flow from the cemetery appears to have caused downcutting and erosion along the bank. The utilities impacted are a gas meter, communication line and electrical poles.
The storm sewer system for the cemetery was designed in 1998. The outlet pipe is 24 inches. The 1% exit velocity from the pipe is 10.5 ft/s. This is considered erosive velocity. The plans also show riprap was to be installed at the end of the pipe to slow the velocity down. The riprap is not visible due to the excessive vegetation present at the outfall.
Staff is requesting $30,000.00 of the 2018 GO Bond, Proposition 6 for clearing the channel vegetation and mitigating the exposed utilities and erosion prone areas.
This area flows to Haikey Creek.
On 26 June 2023, the Drainage Advisory Committee reviewed and recommends to City Council to approve the request for $30,000.00 in 2018 GO Bond, Proposition 6 funds for clearing vegetation and mitigating the exposure of utilities and erosion prone areas of the stormwater channel north of Park Grove Cemetery.
