Background:
The Rose District Farmers Market Water Feature is an approximately 1200-square-foot recirculating water feature located along the east boundary of the Farmers Market in the Rose District, 418 South Main Street. The finished surface of the water feature will be granite pavers supported by a pedestal system over a concrete basin. Site work consists of concrete and brick paving, masonry walls, lighting, and relocation of utilities. In order to expedite the construction, three (3) packages of material procurements were advertised for bids and awarded previously, including: (1) Nozzles, LED lights, and Controls ($317,009.00); (2) Granite Decking ($65,013.00); and (3) Steel Filters ($10,800.00); for a total of $392,822.00. No bids were received for a fourth procurement package, for Interactive Water Feature Mechanical Equipment, and that equipment has been included in the current construction contract as a bid item. The three packages that were previously awarded were included in the construction contract bid as allowances, and by separate Council action the contracts for those items will be assigned to the successful bidder for the construction contract for installation.

The construction contract was advertised for bids on February 23 and March 1, 2016. A mandatory pre-bid meeting was held on March 17, 2016, and bids were opened on March 24, 2016. Two (2) bids were received. The low bid was submitted by Magnum Construction, Inc., in the amount of $1,322,541...
