Background:
The City of Broken Arrow issued a Request for Proposal (RFP) No. 26.149 seeking qualified firms to provide Lockout/Tagout (LOTO) Procedure Development Services. The purpose of this project is to develop equipment-specific energy control procedures for City facilities, including City Hall and the Field Services Building.
This initiative supports the City's commitment to employee safety and regulatory compliance by ensuring adherence to applicable Occupational Safety and Health Administration (OSHA) standards, specifically 29 CFR 1910.147 - Control of Hazardous Energy (Lockout/Tagout), as well as applicable Oklahoma Administrative Code requirements.
Proposals were solicited and evaluated by a review committee consisting of the Human Resources Director, Maintenance Services Director, Training & Development Manager, and Building Maintenance Manager. The evaluation process considered relevant experience and qualifications, understanding of the scope and methodology, project approach and timeline, and cost effectiveness.
The City currently requires comprehensive, equipment-specific LOTO procedures to:
* Ensure compliance with OSHA/PEOSH safety standards
* Reduce the risk of employee injury during servicing and maintenance activities
* Standardize safety procedures across City facilities
* Provide clear, accessible documentation for employees working with hazardous energy systems
Proposals were received from five (5) respondents. After a thorough review of all proposals, the review committee is recommending approval of an agreement with Citrine.
