Approval of and authorization to execute an amended contract for professional services between the City of Broken Arrow and Family and Children's Services to provide a Violence Response Program for the City of Broken Arrow in Fiscal year 2015-2016

Background:
The City of Broken Arrow has provided citizens with a domestic violence emergency response team since June of 1999. The contract approved by the City Council on July 21, 2015, provided for payment to Family and Children's Services in the amount of $49,369.00. It was the intention of Police Department Staff to utilize State grant funds, with additional funding from available police funds, to contract with Family and Children's Services to provide emergency counseling services for victims within the City of Broken Arrow during the fiscal year 2015-2016. The State grant consisted of $42,735.00 of which $35,862.00 is for the advocate's salary and the remaining $6,873.00 for training for the advocate and police personnel. The City of Broken Arrow will contribute $6,634.00 from available operational police funds toward the required cash match to ensure the City has the services of a full-time Victims' Advocate.
The attached amended contract is reflective of the intent of the parties. It provides payment to Family and Children's Services in the amount of $42,496.00 of which $35,862.00 will be reimbursed by the grant. As part of the grant, the Broken Arrow Police Department will provide office space for the Counselor.
