Approval of and authorization to purchase two (2) new American Emergency Vehicle (AEV) ambulances from Professional Ambulance Service DBA SERVS using a purchasing consortium including the additional equipment needed for service and approval of and authorization to execute Budget Amendment Number 9 for Fiscal Year 2025

Background:
Earlier this year, the Council approved two separate Sales Tax Capital Improvement (STCI) projects totaling $800,000. Combined these two projects were originally intended to remount three (3) ambulances and purchase three (3) cardiac monitors for the Fire Department as part of the STCI budget for FY2025. However, staff recently identified two (2) AEV Ambulances that are ready for production beginning in December 2024 that can be purchased at 2022 build pricing.
The Fire Department is requesting approval of and authorization to execute Budget Amendment Number 9 for Fiscal Year 2025 to purchase two (2) new AEV ambulances from Professional Ambulance Service DBA SERVS including the additional equipment needed for service. This purchase will be in lieu of the currently budgeted remount of three ambulances and purchasing cardiac monitors.
The AEV Ambulances will be purchased using one of the buying consortiums which comply with the competitive bidding process. In the past the city has used the Houston-Galveston Area Council (HGAC) to save time and money on the purchase of ambulances. In addition to improved efficiency, there are also no local ambulance manufacturers, so staff recommends utilizing this process again.
HGAC is a procurement source for government agencies. All vendors contracted with HGAC offer the best prices to governmental entities. They also meet the criteria required of competitive bidding and are in accordance with Oklahoma State Competitive Bid Act and City purchasing requirements.
