Approval of and authorization to purchase a new city phone service from Software House International (SHI)/RingCentral pursuant to the Oklahoma State Purchasing Contract
End

Background:
The City of Broken Arrow currently uses an older Cisco Unity phone system. As the current phone system is over 15 years old and at its end of life, it is experiencing issues as the other technology platforms it connects to continue to advance.

To meet the growing needs of the city, as well as provide phone service compatible with modern infrastructure, newer solutions that are available through the Oklahoma State Purchasing Contract have been examined.

Staff recommends the Microsoft Teams compatible solution provided by RingCentral. The benefits include improved call quality, reliable uptime, advanced features such as call routing, voicemail-to-email, and seamless integration with our existing tools and technology platforms. This solution also provides a true Interactive Voice Response (IVR) system which is needed for managing citizen calls for Utilities and Utility Billing. RingCentral provides excellent customer support and a user-friendly interface, which will make the transition smoother for our team. Additionally with a timely purchase, RingCentral is offering incentive credits which include the provision of all new desktop phones at no cost to the City.

Cost breakdown:
One-Time Implementation: $61,272.00
One year Cloud Service ($7,500/monthly): $90,000

This purchase is using current fiscal year budgeted funds and using the Oklahoma State Purchasing Contract (Sourcewell) for SHI/RingCentral.
