Approval of and authorization to purchase one (1) new 2027 Ford Maverick from Vance Country Ford, pursuant to SW0035 for the Building Maintenance Division of the Maintenance Services Department

Background:
The Maintenance Services Department requests the purchase of one (1) new 2027 Ford Maverick, from Vance Country Ford, pursuant to Statewide Contract SW0035 for us by the custodial staff of the Building Maintenance Division. Funding for this purchase in the amount of $70,000 was approved in the Vehicle Replacement Fund (329) portion of the FY2027 budget and identified as 2751120 (replacement van for custodial services). Cost for this unit is $35,939.
To maximize available resources and achieve cost efficiencies, staff recommends purchasing the unit from Vance Country Ford, pursuant to Statewide Contract SW0035. Utilizing this cooperative purchasing agreement eliminates the need for formal competitive bidding while securing a durable, high-quality asset with a projected life-cycle of 12 years. This unit will replace unit 0866 which has reached the end of life-cycle.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding the price established by the state purchasing agency, another state agency authorized to regulate prices, or an approved purchasing consortium.
Additionally, Section V.d. of the Broken Arrow Purchasing Manual authorizes purchases from state contracts and other purchasing consortiums, eliminating the need for formal competitive bidding. Sourcewell contract pricing qualifies under both the Code of Ordinances and the Purchasing Manual.
Staff has determined the quote to be responsible and recommends purchasing this unit from Vance Country Ford, pursuant to Statewide Contract SW0035.
