Consideration, discussion, and possible award of the lowest responsible bid to Landmark Structures and authorize execution of a construction contract for the New Elevated Storage Tank in South Broken Arrow (Project No. 165424)

Background:
The project consists of construction of a 2.0 - 2.5 Million Gallon (MG) elevated water storage tank along with all associated appurtenances. The project also includes approximately 192 linear feet of 24-inch and 876 linear feet of 12-inch on site water transmission main. The project is located at the northeast corner of New Orleans St. (E. 101st St. S.) and 9th Street (Lynn Lane). Contract time for the project shall be Four-Hundred Eighty (480) calendar days. This Project was bid with a Base Bid four (4) Alternates; The Base Bid includes two waterline connections, overflow pipe, detention pond, Site grading, access road, a fence-enclosed tank site, paving, and electrical work including FAA lighting. Alternate one is to construct a 2.0 MG Elevated Storage Tank, Alternate 2 is to construct a 2.5 MG Elevated Storage Tank, Alternate 3 is to add concrete paving around the tank base area, and Alternate 4 is to construct and additional structural floor.
The project was advertised on September 10th and 17th, 2024. An optional Pre-Bid Meeting was held virtually on September 24th, 2024. There were two (2) bids received on October 8th, 2024. The Certified Bid Tabulation is attached. The lowest responsible bid for the Base Bid and chosen Additive Alternatives (Alternates 2, 3, and 4) is Landmark Structures with a bid of $10,722,844.00. The Engineer's Estimate for the Base Bid plus the chosen Alternatives is $14,185,063.50.
