Background:
The proposed ordinance updates Chapter 2 to streamline administrative approval of routine contracts and governmental tort claims while preserving competitive procurement requirements, statutory limitations, and City Council oversight.
The ordinance increases the City Manager’s authority to approve contracts and purchases from $50,000 to $100,000 and authorizes each Assistant City Manager to approve contracts and purchases up to $25,000. It defines key contract terms, retains the $50,000 sealed-bid threshold, preserves all requirements of the Public Competitive Bidding Act, does not expand construction change-order authority, and aligns the bid-rejection and bid-award provisions with the revised approval limits.
The ordinance also enacts Section 2-76, authorizing the City Manager, upon the City Attorney’s written recommendation and subject to the stated financial, insurance, release, court-approval, conflict, and reporting safeguards, to settle claims governed by the Oklahoma Governmental Tort Claims Act up to $100,000. Claims above that amount and the other matters reserved in Section 2-76 remain subject to City Council approval.
