Background:
The gravity sanitary sewer line along 23rd Street (County Line) from the Lynn Lane Wastewater Treatment Plant to New Orleans Street is one of the oldest sewer lines in the City of Broken Arrow's sanitary sewer system. Continued growth in the City and frequent sink holes along the sanitary sewer line have created a need for the replacement and upsizing of this sanitary sewer line.
Phase I of this project was the replacement and upsize of gravity sanitary sewer line on 23rd Street (County Line) from the Lynn Lane Wastewater Treatment Plant to about 900 feet north of Florence Street. Phase I construction started in the summer of 2019 and completed winter of 2020. This phase, Phase IIA, will continue with the replacement and upsizing of our gravity sewer line on 23rd Street from about 900 feet north of Florence Steet to New Orleans Street. This project consists of the replacement and upsizing via open cut and boring of approximately 4,550 feet of 48-inch and 133 feet of 36-inch existing PVC gravity sanitary sewer and new fiberglass manholes. Construction time will be 240 calendar days.
The project was advertised on February 27th and March 6th, 2025. An optional Pre-Bid Meeting was held virtually on March 5th, 2025. There were five (5) bids received on March 20th, 2025. The Certified Bid Tabulation is attached. The lowest responsible base bid was Belt Construction, Inc. for a Base Bid of $5,852,572.00. The Engineer's Estimate for the Base Bid is $5,956,733.20.
