Title:
title
Acceptance of the Drainage Advisory Committee's recommendation to approve expenditure of 2018 General Obligation (GO) Bond funds to construct erosion mitigation downstream of an outlet structure at 215 S Laurel Avenue
End

Background:
The case was brought before the Drainage Advisory Committee on April 28, 2025 for construction funds. The committee voted 7-0 to recommend approval of expenditure of funds.
The proposed project is at 215 S Laurel Avenue in Broken Arrow.
In 2012, the City of Broken Arrow designed and constructed a project to extend a storm sewer from S Lewis Ave to the Creek behind 3321 W Commercial St. As a part of this project a new outfall was constructed on the pond to the south. The outfall was designed to release the water from the pond at a rate equal to or less than the existing rate. An easement was not able to be acquired from the property owner to the west. Therefore, the outfall structure was moved 25 ft east and released in the channel behind 3321 W Commercial St. The channel is eroding on private property.
The project was originally to design an update to the pond outlet structure on a citizen's property. After additional meetings with the property owner and working with a consulting engineer, mitigating the erosion downstream of the outlet was determined to be a better way to move forward with this project.
Construction is anticipated in the Summer of 2025.
Staff is requesting $245,000.00 of the 2018 GO Bond, Proposition 6 for construction costs.
This area flows to Haikey Creek.
