Ratification of Resolution 896, a Resolution to Request Programming of Tulsa Urbanized Area Surface Transportation Funds for right-of-way acquisition and construction of roadway improvements on Florence Street from Olive Avenue to Aspen Avenue

Background:
Applications for Federal Fiscal Year (FFY) Federal Highway Administration (FHWA) 2019 Surface Transportation Program (STP) funding were due to the Indian Nations Council of Governments (INCOG) on October 16, accompanied by a resolution of the City Council. Because preference will be given to “shovel-ready” projects, Staff selected Florence Street Improvements from Olive to Aspen as the project to apply for federal funds to supplement the 2014 Streets General Obligation Bond funds. INCOG caps federal funds at approximately $2.8 million on any non-Tulsa project. Therefore, plans are to submit the Florence Street project for funding in FFY2019 ($2,780,000 federal, $930,000 local) and 2020 ($1,300,000 federal, $430,000 local). To meet the submittal deadline, it was necessary to have the Mayor sign Resolution 896 and have the City Council ratify his signing at the next scheduled meeting. The funding application and Resolution No. 896 are attached.
