Background:
The City currently provides vision benefits under a fully insured program through Ameritas, utilizing the VSP network. The City's broker for health insurance services has gone to market to solicit proposals for employee vision insurance for calendar year 2026 due to the proposed increase by Ameritas for calendar year 2026.
Upon review by the Insurance Advisory Committee and staff (the parties), the parties were interested in reviewing alternatives to Ameritas due to their proposed renewal increases. To ensure we are providing employees and the City with cost-effective options, the parties reviewed options from VSP and Ameritas for vision insurance coverage.
A full-service contract with VSP did come in lower than the renewal with Ameritas resulting in the parties recommending moving to VSP for fully insured vision services. Employees pay 100% of the vision insurance premiums. The new rates and percent change of premiums are noted herein:
