Background:
In April of 2022, the City successfully obtained a Transportation Alternatives Program (TAP) Grant for design and construction of improvements at the following intersections: Pittsburg Street and Elm Street, Washington Street and Juniper Avenue, and New Orleans Street and Oak Avenue. The original grant amount was $857,802 (75%), with $285,934 (25%) being the local share of the project. Between April 2022 and April 2025 the design has been completed and is now ready for bidding. Within that time, the local share, identified above, for the project was paid to the Oklahoma Department of Transportation.
Within the last two months, the Oklahoma Department of Transportation has reallocated funding from other projects to this project in this supplemental and modification agreement to assist in construction. With this reallocation of Federal Funds, the Federal share of this project was increased from 75% to 80%, up to a maximum of $958,472.00. This then reduced the local share to approximately 20%, from the original 25%, or $247,495. The City would be responsible for 100% of the funding once the federal maximum has been reached.
Staff recommends approving the project supplemental and modification agreement between ODOT and the City of Broken Arrow for the revised amount of $247,495. Since the City has previously paid to ODOT 100% of the City's original estimated cost share, no additional funds are required at this time.
