Background:
The property located East of Garnett Road and North of Washington Street, Broken Arrow, Tulsa County, State of Oklahoma presently owned by Vicki McBride.
An informational letter was sent out to this property owner affected by this new roadway project on December 19, 2017 detailing the improvements, introducing the right of way agent along with a donation certificate along with property exhibits. On March 9, 2018 an offer letter was sent out after a market analysis was completed to purchase permanent right of way and a temporary easement for $6,670.00 On July 9, 2018 an appraisal was received and the property was valued at $5,500.00. On September 29, 2018 the City received an email with a counter offer in the amount of $21,500.00. Due to the disparity between the appraisal and the counter offer, we feel we have reached an impasse in negotiations.
Staff recommends proceeding with the condemnation process required to obtain the easements. Acquisition is necessary to construct the necessary roadway improvements associated with Washington Street Improvements Garnett Road to Olive Avenue as approved by the voters in the 2014 General Obligation Bond election.
