Background:

Utilities Department staff will provide a presentation to the Broken Arrow Municipal Authority regarding proposed updates to the City’s Fats, Rags, Oils, and Grease (FROG) ordinance. Staff has reviewed the existing ordinance and identified opportunities to strengthen requirements intended to protect the City’s sanitary sewer collection system, lift stations, and wastewater treatment facilities. Fats, oils, grease, rags, and other prohibited materials entering the sewer system can contribute to blockages, equipment damage, sanitary sewer overflows, increased maintenance, and additional operational costs.

The presentation will provide an overview of the proposed ordinance updates, including recommended changes to requirements for applicable businesses and facilities, inspection and maintenance provisions, monitoring, education, and enforcement. Staff will also discuss how the proposed changes are intended to reduce FROG-related impacts, improve sewer system reliability, and provide clearer expectations for customers and regulated facilities.

This item is being presented to the Authority for informational and discussion purposes. Staff will review the proposed changes, answer questions, and receive feedback from the Authority prior to bringing a final ordinance update forward for consideration at a future meeting.
