Consideration of approval of the Fiscal Year 2023-2025 collective bargaining agreement with the International Association of Firefighters (IAFF) Local No. 2551

Background:
The City's negotiating team began contract negotiations in April for a new collective bargaining agreement to begin July 1, 2023. The negotiation team consisted of Cindy Arnold, Finance Director, Jeremy Moore, Fire Chief, and Kelly Cox, Human Resources Director.
After over eight months of negotiations, the bargaining teams have reached a tentative agreement. The IAFF voted on the tentative agreement the week of December 11 and their membership subsequently approved the tentative agreement.
The tentative agreement, is a two-year agreement effective July 1, 2023 and valid through June 30, 2025. The tentative agreement includes the following changes:
Article 3-Authority and Term
* Two-year (2) agreement terms

Article 10-Health and Safety
* Language added to appoint a physical fitness committee with equal representation from both the employer and the Union to develop a comprehensive physical fitness incentive program for the mutual benefit of the parties and will review problems, complaints and program changes and recommendations. All recommendations are of an advisory nature and shall be in writing. Any recommendations developed during the term of this agreement are non-binding and non-enforceable unless incorporated into a subsequent CBA.

Article 11-Union Business
* Attendance at PFFO conferences, conventions, meetings and/or seminars will now be included in 144 hours of paid union leave. The City will no longer pay for attendance, travel, meals or accommodations for conventions, conferences, meetings and/or seminars held by the OSFA or the PFFO.
