Background:

The Oklahoma Legislature enacted Enrolled House Bill No. 4143 (2026), effective November 1, 2026, amending 47 O.S. 2021, §§ 10-108 and 40-102. The Act raises the apparent-damage threshold that triggers a written collision report from Three Hundred Dollars ($300.00) / Five Hundred Dollars ($500.00) to Three Thousand Dollars ($3,000.00); exempts certain vehicle-only collisions from reporting when all parties exchange information; and confirms municipal authority to adopt ordinances governing law-enforcement response to collisions on private property, while requiring response to collisions involving personal injury, a suspected impaired driver, or a vehicle owned by the State or a political subdivision. The City finds that amending Chapter 23 will keep local law consistent with state law, preserve useful local documentation practices, and give the Broken Arrow Police Department a clear, published standard for private-property response.
