Consideration, discussion, possible approval of and authorization to execute a General Release and Separation Agreement with Assistant City Manager Jeffrey G. Jenkins

Background: On March 17, 2014, Jeffrey G. Jenkins assumed his duties as Assistant City Manager for the City of Broken Arrow. He relocated to Broken Arrow from Texas. Under his assistance to the City Managers, the City completed construction on several major public improvements such as a state-of-the-art water treatment plant and the Public Safety Complex.
Mr. Jenkins has submitted his resignation to the City Manager with an effective date of November 12, 2015. The resignation of Mr. Jenkins and approval of this Agreement gives the City Manager the opportunity to implement a different management structure for the City of Broken Arrow. The attached document is presented for Council’s consideration. It provides for the Assistant City Manager’s resignation. It also provides a six (6) month severance and payment of health insurance benefits. The City Council cannot be involved in personnel decisions other than those involving the City Manager. However, this is a General Release and Separation Agreement that necessitates Council approval because it exceeds the City Manager’s authority.
Cost: Six (6) months salary, plus cost of health insurance benefits
