End
Background:
The traffic signal on the Elm Place ramps of the Creek Turnpike has exhibited problems over the past few years that require frequent maintenance. Electrical conduits have been crushed, cables have been damaged, and the video detection system needs to be upgraded. Quotes were requested for the signal renovations in March 2015, but the quotes exceeded the limit under the Public Bidding Act and were rejected by the City Council on March 17, 2015. Subsequently, Engineering and Construction Department contracted with Traffic Engineering Consultants (TEC) in June 2015 to design the renovations and upgrades and prepare bid documents. The design was completed and the project advertised for bids on January 12 and 19, 2016. Bids were opened on February 4, 2016. Two bids were received. The low bid of $117,565.00 was submitted by Midstate Traffic Control Inc.

The engineer's estimate was $139,995.00. Staff recommends that the contract be awarded to the low bidder. Funding for the improvements will be from Sales Tax Capital Improvements Funds.
