Background:

The Oklahoma Emergency Management Act of 2003 requires each local emergency management organization to prepare, maintain, and revise an Emergency Operations Plan (“EOP”) each year for its jurisdiction. Although the City of Broken Arrow Municipal Code does not specify that the EOP must be adopted by resolution, adoption through resolution is industry standard. This Resolution adopts the attached EOP, appendices, and annexes, approves the adoptions of functional and hazard specific plans as may be needed to supplement the EOP, authorizes the City Manager or his designee to enter into and execute various agreements with outside agencies, governments, and other entities as may be necessary to implement the EOP and comply with the Oklahoma Interstate Mutual Aid Compact and Emergency Management Assistance Compact.

Council consideration of this Resolution would be greatly appreciated.
