Background:
The City of Broken Arrow plans to widen and improve South 209th Street (North 37th St) from 41st St (E Dearborn St) to 51st St (E Omaha St) as part of project ST21390. In order to accommodate the road work, an existing 24-inch refined petroleum products pipeline owned by Explorer Pipeline Company needs to have modifications performed. Explorer Pipeline Company intends to seal the ends of the existing pipeline casing that currently runs under the road and then fill the casing with wax. Portions of this existing facility are located within an existing private pipeline easement, and as such, the City must reimburse Explorer Pipeline Company for the cost of modification to the pipeline facilities. Explorer Pipeline Company will bear the cost of any modifications to the portions of the pipeline facilities that do not occupy private easements, or for improvements (betterments) to their facilities completed as part of this project.
The total estimated cost for this work is $161,315.00. The attached Exhibit A details the cost estimate for the proposed pipeline modifications. The final actual costs of the pipeline work will be calculated at the completion of the pipeline modifications. The Reimbursement Agreement details these estimated costs and serves as authorization for Explorer Pipeline Company begin the modifications process.
Staff recommends approval of the Agreement with Explorer Pipeline Company to modify the pipeline facilities for an estimated cost to the City of $161,315.00.
