Background:

The Verdigris River Water Treatment Plant SCADA Upgrade project will modernize the plant’s control systems to support safe, reliable, and efficient operation. The existing programmable logic controllers (PLCs) and supervisory control and data acquisition (SCADA) software are outdated and no longer supported. The approved project replaces major PLC processors and updates the SCADA platform, programming, and operator displays to place critical plant processes on current, supported technology.

This proposed contract amendment will provide updated human-machine interface (HMI) equipment needed at three operating locations. The amendment includes two 15.6-inch Phoenix panel-mounted computers for the High Service Pump Station and main plant, one Allen-Bradley PanelView Plus for the Raw Water Pump Station, and three vanity plates. It also includes the installation and integration necessary to incorporate the equipment into the upgraded SCADA system.

The total cost of the proposed amendment is $24,692.00. Approval will allow the City to complete the operator interface upgrades as part of the ongoing SCADA project and provide plant staff with the equipment needed to monitor and operate the modernized system.
